First you need to visit to Silvermist, and choose the "Sil's Snowflakes Quest".
Gather 15 snowflakes.

 Fly to Rosetta's Garde.

 Fly to Silvermist's Grotto.

 Fly to Daisy's Dyes Shop and buy a bottle of Electric Orange.

 Earn 8500 points playing Fairy Fireworks.

 Earn 4000 points playing Snowflake Sweep.

 Fly to Dewdrop Vale and find the 6 special snowflakes.

And TA-DAH! You have a new shiny badge!
