To get this badge, you have to visit to Iridessa and finish the quest: Sunbeams for Spring, so lets do it step by step:

Visit to Iridessa and choose the quest: Sunbeams for Spring.

Gather 10 yellow gems.

Go to Zephyr's Zoom Room in the coliseum and buy a pair of Racing Goggles in any color you like.

Gather 20 Oak Leaves.

Go to Copper's Tailoring Nook, use personal tailoring to make a Leaf Blanket, use Velvet Red Color.

Earn 15,000 points playing Sunbeam Bend.
